Statement from State Representative Pat Boyd on House Passage of Two-Year Budget

June 2, 2025

“No budget is ever perfect, and, as with any large package, there are aspects I support and others I would have liked to see handled differently. Throughout this process, I approached negotiations with several non-negotiable priorities that reflect the needs of the people I represent.

I am proud to report that our town’s funding was protected, reversing earlier proposals that would have reduced our local aid. We also secured increased funding for Special Education and stabilization support for Day Kimball Healthcare and ensured that our state’s fiscal guardrails remained intact. Just as importantly, we followed the law in how we approached and structured this budget.

This budget also continues to pay down the state’s long-standing unfunded liabilities and establishes a new Early Childhood endowment, making a smart investment in our future, without raising the income tax rate, while expanding the Earned Income Tax Credit.

These were key issues for Northeastern Connecticut, and I fought hard to make sure they were addressed. While no single budget can achieve everything, I carefully weighed the positives and negatives. In the end, I supported this budget because it delivers meaningful results for our region and upholds the principles of responsible governance.”
