Lawmakers and Advocates Seek Access to Health Care for Persons with Disabilities

HARTFORD- State Representative Mike Demicco (D- Farmington, Unionville) along with fellow lawmakers and advocates sought to bring attention to the health care disparities faced by individuals with disabilities at a press conference on Wednesday at the Legislative Office Building.

The purpose was to educate the public and legislative leaders about the impact of limited access to medical diagnostic equipment for individuals with disabilities. The event featured representatives from the Connecticut disability community, who presented an overview of national data and stressed the challenges faced by people with disabilities.

"Health care disparities encountered by individuals with disabilities are not only a matter of inequality but also a reflection of our society's failure to prioritize inclusivity,” said Rep. Demicco. “Limited access to medical diagnostic equipment further worsens these disparities, depriving people with disabilities the right to timely and accurate health care. It is vital that we shed light on these issues and strive towards establishing a health care system that is truly accessible and equitable for all.”

 

"We often talk about the importance of preventative health care and ensuring people have access to primary care," added Rep. Jillian Gilchrest (D- West Hartford), Co-Chair of the Human Services Committee. "Unfortunately, when it comes to people with disabilities in our state they are often blocked from this care because the physical environment is not responsive to their needs. These problems must be addressed and I'm so glad to support my colleagues in taking much needed next steps."

“Access to health care is the most basic right for our society and people in our community. Unfortunately, individuals experiencing disabilities have not been able to get the access they need and deserve. We must start the conversation to understand the barriers and highlight the areas of our state where we have health care deserts for people experiencing physical disabilities. When it comes to having the most basic diagnostic tests, individuals are not able to receive them. We are hopeful our conversations will help create a roadmap to correct this health care inequity,” said Sen. Saud Anwar (D- East Hartford, Ellington, East Windsor, South Windsor), Co-Chair of the Public Health Committee.

"Improving access to diagnostic health equipment for individuals with disabilities is a good step in narrowing the equity gap, leading to better placement in programs and healthier outcomes. I commend my colleagues in bringing awareness and sparking much-needed discussion on this issue. Removing any and all barriers preventing residents from getting essential health services is a core function of our government," said Rep. Jay Case (R- Colebrook, Torrington, Winchester), Ranking Member of the Human Services Committee.

"Having the opportunity to shed light on the challenges individuals with disabilities face when seeking accessible health care is not only a privilege but also a responsibility. It is through understanding and addressing these issues that we can strive for a health care system that truly accommodates and supports the needs of all individuals, ensuring their total care," said Dr. Peter Deckers, Dean Emeritus at the University of Connecticut School of Medicine.

"As a person with a lifelong disability (cerebral palsy), I’ve had many, many experiences with the healthcare systems in Connecticut. My condition requires the use of a motorized wheelchair for mobility which has greatly complicated my interactions with medical professionals. This has complicated accessing exam rooms, and especially radiological equipment," said Emily Ball, Parents Available to Help CT Youth Outreach Coordinator. "My hope is that the legislature will address these shortcomings so that all citizens will have equal access to quality healthcare."

The press conference preceded a Public Health and Human Services Committees Joint Informational Forum on Access to Health Care for Persons with Disabilities.
