Rep Pat Dillon: Loans, Biomarkers, Solar and Sick Leave

Dear Neighbor,

In the past week, some of the work of this session has borne fruit as the Governor has signed legislation adopted by the legislature.
 
Here are some of the measures I co sponsored that became law.
 
S.B. 13 -  AN ACT INCENTIVIZING STUDENT LOAN REPAYMENT ASSISTANCE

This bill expands the student loan payment tax credit for qualified employers that make eligible student loan payments on a qualified employee’s behalf, and will establish a High Priority Loan for certain occupations.
 
S.B 307 - AN ACT CONCERNING MEDICAID COVERAGE OF BIOMARKER TESTING
 
Constituents urged me to support this legislation because of their work in science and also concern about research on ALS and other diseases.  This was supported by BioCt.

H.B. 5232 - AN ACT CONCERNING SOLAR PROJECTS THROUGHOUT THE STATE.

 I cosponsored this because of my commitment to diversifying our energy and reducing dependence on fossil fuels. In particular I support a DEEP study of community solar, which could benefit New Haven owners and renters.
 
S.B. 222 - ACT CONCERNING CHANGES TO THE PAID FAMILY AND MEDICAL LEAVE STATUTES

Along with several legislators and advocates, I attended the recent bill signing of this measure, which many tout as important to women workers and an increasing number of fathers. I am concerned about the experience of the recent pandemic, when constituents reported that they felt pressure to go to work despite their symptoms. This bill makes various changes in the state’s paid family and medical leave insurance (PFMLI) law, Family and Medical Leave Act (CTFMLA), and family violence leave law. In general, the PFMLI program is an employee-funded program that provides up to 12 weeks of partial wage replacement benefits to employees on unpaid leave from employment under the CTFMLA.
