Dear Neighbor,

The extreme hot weather protocol for the state ends tomorrow. Remember to take precautions and drink lots of fluids. Let's also check on our family and friends to make sure they're ok, even the furry ones, during our second heat wave of the summer. 

I will be joining Governor Lamont for a bill signing in Middletown on Tuesday, and I couldn't be more pleased because I led on the passage of two of them in the legislature this past session.

The governor signed two pieces of new legislation recently, including a bill that focuses on patients first while holding insurance companies accountable.

Scroll down to read more about it, as well as brief descriptions of the most significant major public acts from the 2025 legislative session. Disappointing ICE incidents in Middletown have prompted me to include information about knowing your rights with respect to immigration.

Big Day in Middletown Tuesday

I will be joining Governor Lamont for the signing of House Bills 7102 and 7214 into law - two bills I championed during the 2025 legislative session - at the Community Health Center, 675 Main in Middletown, on Tuesday @ 11 a.m.
 
New Legislation Signed into Law

New legislation signed by Governor Lamont prioritizes patients and holds insurance companies accountable.
 
Here’s a closer look at what it does:

  • Caps excessive premium hikes. Allows the Connecticut Insurance Department to limit rate increases for insurers with a track record of increasing costs.
  • Enforces mental health parity with real consequences. Insurers must treat mental health like physical health, and those who don’t comply can face fines up to $625,000 and must publicly report how they’re doing.
  • Ends harmful “step therapy” delays. Patients with MS, rheumatoid arthritis, schizophrenia, bipolar disorder, and depression will no longer be forced to try cheaper meds first while their condition worsens, and trial periods are also cut from 60 to 30 days.
 

The governor also recently signed legislation establishing a range of new incentives and protections for farm owners in the state.
 
Among the provisions:

  • 20% tax credit for “farm investment property”
  • ️Crop loss reimbursement
  • Drone regulations to boost innovation
  • ️Support for shellfish, agritourism & more
  • Expanding land access grants

On Immigration: Know Your Rights

This was a pretty disturbing story to read, as a compassionate person, but also as a state legislator in full support of Connecticut's Trust Act, which prevents Connecticut from being drawn into the federal government’s immigration enforcement efforts.

On Sunday, I had the pleasure of attending Ella T Grasso's Women’s Luncheon Brunch, a powerful celebration of women leaders across our state. 

It was an honor to stand among so many trailblazers and to celebrate all the incredible honorees, including my dear friend and colleague, Rep. Hilda Santiago (center). Your leadership inspires us all!
