Dear Neighbor,
100% Tax Exemption Bill for 100% Disabled Rating Veterans
This week we passed one of the greatest bills I've voted for. A 100% Tax Exemption Bill for 100% disabled rating veterans in Connecticut. This bill is beneficial because it acknowledges and appreciates the sacrifices these veterans have made for their country.
It provides them with financial relief and support, recognizing their service and the challenges they may face due to their disabilities. Additionally, it helps to improve their quality of life by easing their financial burden and allowing them to focus on their health and well-being. Overall, it's a way to honor and support those who have served and sacrificed greatly.
 
Public Safety Bill Passes
One of the great bills passed this week was from the Public Safety Committee, thank you to Public Safety Chair State Representative Pat Boyd and Ranking member State Representative Greg Howard and fellow colleagues for getting this bill closer to fruition and off to the Senate.

 
HB 5279 An Act Concerning Authority to Declare that a Firefighter or Police Officer Died in the Line of Duty.
This bill Expands the presumption of workers' compensation coverage for the death or disability of a police officer or firefighter to include deaths or disabilities resulting from a cerebrovascular incident or pulmonary embolism and expand the period of time when such an officer or firefighter is considered in the line of duty to include twenty-four hours after attending training or engaging in duties.
This bill also gives Recognition of Sacrifice, Support For Families, Closure and Healing, Legal and administration consideration. Great bill for public safety.
 
HB 5001 - Supporting CT Seniors
We’re supporting and furthering protections for seniors through HB 5001.
This bill will allow more seniors to age in place, providing further protections in nursing homes and assisted living facilities and improving training for caregivers.
 
HB 5002 - Early Childhood Care and Education
HB 5002 has passed the House!
 
HB 5003 - Keeping Connecticut Families Healthy
With the passage of HB 5003, we’re working hard to keep Connecticut families healthy and making sure every resource available to those in need is accessible and utilized.
 
HB 5004 - Supporting the Environment
Glad to see HB 5004 JUST PASSED out the House of Representatives! Connecticut is committed to mitigating the climate crisis.
 
Other Bills Passed Through the House This Week

After some long nights at the Capitol, we passed a lot of bills on the House floor this week:

  • HB 5408 – Supports CT businesses by requiring executive branch state agencies to purchase a certain percentage of procured print or digital advertising from in-state commercial or nonprofit news publishers
  • HB 5458 - Maximizes efforts to aid housing insecure and homeless persons
  • HB 5198 – Protects healthcare patients and providers by expanding telehealth provisions adopted during the COVID-19 pandemic until June 30, 2027
  • HB 5320 - Improves hospital financial policies
  • HB 5365 - Enhances the Human Services Career Pipeline program
  • HB 5455 – Improves the efficiency of the Department of Social Services in making eligibility determinations for medical assistance and responding to requests for information or assistance
  • HB 5300 - Authorizes the Commissioner of Economic and Community Development to consider certain businesses that do not have their principal business operations in Connecticut to be eligible businesses under the invest CT fund program
  • HB 5398 - Requires a study of the use of communication systems by public safety personnel and the sharing of private information
  • HB 5175 - Provides that purple painted property borders serve as a warning to trespassers
  • HB 5487 - Makes various revisions relating to the processing of claims filed with the Office of the Claims Commissioner
  • HB 5239 - Expands the Collegiate Awareness and Preparation program
  • HB 5142 - Requires the Department of Banking to study and submit a report concerning banking issues in the state
  • SB 132 - Prohibits the issuance of new licenses for dog racing by the Department of Consumer Protection
  • HB 5196 - Expands the podiatric scope of practice
  • HB 5434 - Authorizes the Community and Economic Development Fund to expand business scope
  • HB 5222 - Establishes a no-wake-zone on the Pawcatuck River
  • SB 293 - Requires a waste characterization study and needs assessment and increases certain transportation weight limits for vehicles hauling solid waste
  • HB 5272 - An Act Concerning The Expiration Of Certain Land Use Approvals And The New Home Construction Guaranty Fund
  • HB 5500 - Revises juror compensation, ignition interlock devices, the Department of Correction, judicial retirement salaries, and criminal law and procedure
  • HB 5279 - Expands eligibility for families of firefighters and police officers who die in the line of duty to receive benefits
  • HB 5399 - Protects victims of sexual assault by improving the training and responsibilities of first responders and the Office of Victim Services
  • SB 396 - Implements task force recommendations for the elderly nutrition program
  • HB 5422 - Strengthens the response to hate and bias crimes
  • HB 5226 - Protecting our environment: Establishes a state stewardship program to manage the collection and recycling of certain batteries
  • HB 5280 - State law enforcement will join the National Integrated Ballistic Information Network (NIBIN) databank making firearms easier to track
  • HB 5430 - Requires a study on migraine treatment for women and veterans, who disproportionately are affected by migraine disorders
  • HB 5200 - Improves access to healthcare for disabled people
  • HB 5436 - Makes it easier to become a teacher in Connecticut
  • SB 395 - Prohibits Connecticut healthcare entities from reporting medical debt to credit agencies
  • HB 5182 - Makes technical revisions to the education and early childhood statutes
  • HB 5199 - Establishes a task force to study the shortage of athletic trainers in the state
  • HB 5227 - To require the Department of Energy and Environmental Protection to release liens within a certain period of time when such lien has been satisfied
  • HB 5283 - To classify parole officers as peace officers
  • HB 5330 - Implements the recommendations of the Department of Transportation concerning certain environmental hearings, the Office of the State Traffic Administration, bicycle traffic, traffic authorities, variable speed limits, public transportation, motorcycle helmets and reckless driving
  • HB 5437 - Creates the Educator Professional Development Mandate Review Advisory Council, which will advise on the costs and effects of mandates related to educator professional development and in-service training
  • SB 222 - Expands Paid Family Medical Leave to include employees who work at businesses that operate on federally recognized tribal land

Meeting with Members of the Jewish Federation Association of Connecticut
This week I was happy to join State Representative Aundré Bumgardner & meet with some Southeastern Connecticut friends from The Jewish Federation Association of Connecticut. Always great to have those from close to home come up and advocate in person. We were glad to have great dialog and get informative info on facts & concerns.
 
Meeting with Childcare Advocates
Was glad to meet this week with several advocates in regards to fixing childcare. I was happy hearing the difference in regards to many concerns, remedies and suggestions on how we can help vs. Hurt. Appreciate the dialog and connections especially the workers and advocates that came from the City of New London, Connecticut, Groton and Southeastern CT.
 
Call for Action AYITI (Haiti)
This week I participated in the call for action for AYITI (Haiti) as we joined advocates at the State Capitol. The ask is that the Local and Federal Legislators not only invest in our local Haitian friends and neighbors but also help stop gun trafficking and assist with Hatian Initiatives to the same level as others.

This week we had a great time for a great reason. The 17th Annual Walk To End Homelessness - Thank you to the organizers, sponsors, Nieghbors, Friends & Supporters that came out for the amazing walk.
 
Step Up New London Mother's Day Vendor Fair
Step Up New London
had a great Mothers Day Vendor Fair this weekend, thank you for bringing the community together for a great event. Big Shout out to Trina Charles for a great time.
 
Mother's Day Luncheon for Single Moms
A mother's day luncheon for single mom's. Come enjoy some food and fun with other single moms. This is a free luncheon being held at OIC of New London County, Incorporated.

Youth Football Camp
Great event for Youth Football. New London Public Schools Graduate/Vanderbilt Football Player Mustafa Dannett will be holding a Youth Football Camp for 4th - 8th Grade on May 5th from 2-5PM at Caukins Park on Crescent St City of New London, Connecticut. Come on down for a good workout, to hang out listening to the DJ & Free food. Big thanks Mustafa Dannett for putting on this community event.

Learn to Fish with CARE
Take Note: Calling all Adults and Children- Free program- Learn to Fish Learn to Fish with CARE (Connecticut Aquatic Resources Education) The FREE CARE program is offering Learn to Fish events for adults 16 and up. It is also welcoming families with children 6 years old and above.
The program provides loaner fishing equipment, bait, and expert instruction.
Events are tentatively planned at Fort Trumbull State park for the following:
○ July 18 from 4:30PM to 7:00PM
o July 27 from 10:30AM to 1:00PM
o July 31 from 4:00PM to 6:30PM
o AUG 4 from 1:00PM to 4:00PM
o AUG 10 - NCLI SALTWATER FISHING DAY from 10AM-3PM
