CT Siting Council Made a Decision...But the Fight's Not Over

March 6, 2026

On Thursday, the CT Siting Council issued its decision regarding the 150-acre expansion of the Gravel Pit Solar array in East Windsor's Windsorville neighborhood. The council unanimously approved the request, 6-0.

State legislators and town leaders spoke out against the expansion, and over 2,200 East Windsor residents signed a petition or submitted testimony to the Council, urging them to deny the expansion request. Some neighbors became third-party intervenors. This was heavily opposed by many, many people. East Windsor currently houses more than 20% of the state's renewable energy.

The decision did not go the way we wanted, but the fight is not over. East Windsor officials are exploring legal options, including appealing the decision of the Siting Council and scheduling a special meeting in the coming days.

At the state level, at the same time the Siting Council was making its decision, First Selectman Bowsza was testifying at the Legislative Office Building before the Energy and Technology Committee on HB 5340. Below, you'll find our exchange regarding solar array issues in East Windsor.

Don't give up - even if it feels like you're not being heard. We hear you and we are not taking this sitting down.
