Work at the State Capitol

On Thursday, the House was in session and passed two important bills: Senate Bill 298 and Senate Bill 299.

Senate Bill 298 is a comprehensive measure that advances several key priorities for our communities. It delivers millions of dollars in targeted grants and earmarks to support local projects and organizations. The bill strengthens education by extending the moratorium on measures addressing racial imbalance in schools and providing $750,000 to the Capitol Region Education Council (CREC) for teacher training.

It supports first responders by aiding the firefighter cancer relief fund and increases reimbursement rates for intermediate care facilities. The bill also updates child support enforcement, behavioral health regulations, and freedom of information and election laws to improve efficiency and transparency.

For workers, SB 298 establishes stronger, worker-friendly standards for warehouse operations, including a clear private right of action so employees can seek damages if workplace standards are violated. It revises police training standards for interactions with individuals with disabilities, adjusts municipal pension calculations, and repeals a prior building code change to ensure responsible development standards. It also includes a certificate-of-need change designed to support UConn Health.

Senate Bill 299 addresses bottle redemption fraud following the increase in Connecticut’s beverage container deposit. The bill increases penalties for fraudulently redeeming out-of-state containers and lowers the threshold from 2,500 to 1,000 containers before identification is required at redemption centers. These changes protect the integrity of the system while maintaining the 10-cent deposit.

Together, these measures invest in education, workers, healthcare, public safety, and consumer protection — delivering support and clear standards that benefit residents, businesses, and communities across Connecticut.

More on Medical Credit Cards

Please take some time to read this CT Mirror article on my work curbing medical credit cards, which I likened to "modern-day loansharking."

If you know of anyone who has been impacted or has a story to share about CareCredit -- the largest and most recognizable medical credit card brand in the country and is offered by Stamford-based Synchrony Bank -- then please contact my office.

Housing Hearing

Ensuring everyone has an affordable, healthy, and safe place to live is a top priority for me as a legislator. Every month, I receive a report from United Way’s 211 on the top calls received from the 27th district, and housing is always in the top three.

This week we had a Housing Committee public hearing that lasted from mid-morning to well into the evening, listening to the public on their ideas for improving housing affordability, protecting renters and homeowners from unfair practices, and preventing homelessness.

I won’t stop advocating until homelessness is eliminated in Connecticut.

St. Mary's School Visit

This past week, Sen. Mattew Lesser and I visited the old St. Mary’s School on Willard Ave. in Newington, which is now used by Catholic Charities to provide a day program for individuals with intellectual and developmental disabilities. The program provides vital educational, support, and family respite services and is funded by the Connecticut Department of Developmental Services.

It is programs like these that desperately need the support of the state and taxpayers in order to continue being able to provide these services to communities most in need.

Thank You, Human Services

This week for Random Acts of Kindness Day Rep. Kate Farrar and I visited Newington Human Services to drop off thank you notes and treats to thank the staff for their work to help our residents in need.

With rising prices as well as federal cuts and changes to food assistance and health insurance programs, our town staff and volunteers are seeing many more in need. We are working to address many of these issues at the state level - but the day to day work of these incredible helpers makes a true difference in the dignity and lives of our neighbors.
