Proposal to Increase Medicaid Reimbursement Rates

January 30, 2025

I understand there is a lot of uncertainty, anxiety and concern over the recent attempt by the federal government to pause federal grants and loans programs.

What I can say for sure is my colleagues and I will continue to fight to improve the lives of the residents of Newington, New Britain and the state.

Toward that end, scroll down and learn more about your rights and what we are doing at the Capitol this legislative session.

Enhanced Survivor Benefits
There was an important vote on Tuesday with the passage of legislation to enhance  benefits of homicide survivors.

The legislation was inspired by the tragic line-of-duty deaths last year of two Connecticut state employees, including a trooper from the Connecticut State Police and an employee from the Connecticut Department of Transportation.

Because of their ages and years of service, neither of those state employees was eligible to receive pensions at the time of their deaths.

The change ratified by the legislature Tuesday means that both surviving families in those instances will begin receiving survivor benefits, based on their individual eligibility circumstances.

Additionally, this change will apply to all future situations in which a state employee who was not eligible to receive a pension is killed in the line of duty.

Increasing Medicaid Reimbursement Rates
On Tuesday, House and Senate Democratic leaders announced on Tuesday a legislative proposal to increase Medicaid reimbursement rates for providers, which is long overdue. A recent state Medicaid Rate Study found that Connecticut lags well behind peer states when paying providers under Connecticut’s Medicaid program.

Many areas of care are currently reimbursed at the same levels they were in 2007. One goal is to have providers brought up to a 75% to 80% reimbursement rate. Another goal is to create a system of automatic increases so issues like this don't keep recurring.

Increasing Medicaid reimbursement rates is a worthy investment, and that’s the type of good work we’re going to keep doing here in Connecticut.

Feeding CT Funding
On Wednesday, I attended a press conference of the bipartisan Feeding CT Caucus, highlighting Connecticut Foodshare’s vital work in feeding our neighbors. Despite their incredible efforts, many in our state still face food insecurity.

I’m proud to support this effort through my co-sponsorship of HB 5831, which would increase funding for the Connecticut Nutrition Assistance Program.

This investment will provide more meals, support local food pantries, and strengthen our local food system.

Connecticut can do better and I am ready to work with colleagues on both sides of the aisle to ensure no one goes hungry in our town and state.

Protecting Our Students
The Connecticut State Department of Education has issued a guidance document to every K-12 public school district in response to questions regarding the impact that recent changes in policy guidance from the U.S. Department of Homeland Security pertaining to immigration enforcement activities may have on school operations, student privacy, and the safeguarding of students while in school.

Diaper Bank Funding
My Democratic colleagues held a press conference to support legislation providing Medicaid coverage for diapers for struggling families.

The following was cited at the press conference:

  • Nearly one in two families struggle to afford diapers, which cost about 22% more than they did in 2018, to keep their babies clean, dry, and healthy.
  • When a family lacks access to diapers it impacts their health and well-being as well as their parent’s mental health.
  • Children under the age of 1 make up 40% of urinary tract infection hospitalizations.
  • The savings will offset the cost of medical care, which impacts parents not being able to work while their children are being treated.
  • Vermont, Delaware, Tennessee, and Minnesota have gone the route of Medicaid coverage for diapers.

I join my colleagues in support of this measure.

9th District Diner Stop
Last weekend, I joined Sen. Matthew Lesser and Rep. Kate Farrar at the Olympia Diner in Newington to sit down with constituents to discuss issues affecting residents of the 9th Senate District, notably Newington.

I look forward to having more discussions -- and meals -- as the diner tour continues. Stay tuned!

It was a great event and I look forward to the parade!
