A rich imagination, a childhood love of reading, and an early talent for illustrations led Lillian Hoban to become one of children’s literature’s most beloved artists of the 20th century. Hoban made a name for herself with her “I Can Read” books and the stories of Frances the badger. Though she was born in Philadelphia, worked in New York, and resided for a time in London, Hoban found a peaceful retreat in the town of Wilton, Connecticut.

A Childhood Love for the Arts

The youngest of three girls, Hoban was born in 1925 to a family which valued and embraced the arts. She grew up reading with her sisters and visiting local libraries with her parents. From a young age she knew she wanted to be an illustrator, busying herself with crayons and pastels and imitating the comics from the Sunday newspapers. Hoban attended the Philadelphia High School for Girls and Philadelphia Museum School of Art and was a frequent member of the Graphic Sketch Club, where she met her husband, Russell Hoban. After marrying in 1944, the couple moved to New York.

An artist in every form of the word, Hoban also showed remarkable talent as a dancer. Once in New York, she abandoned art for a time to study dance at the Hanya Holm School for a decade and later teach dance in various studios in New York and Connecticut. Hoban danced professionally throughout the 1950s, even performing with the modern American dancer and composer, Martha Graham.

As the Hobans’ family grew, they moved from New York to Norwalk and then Wilton. In Connecticut, the prolific artist began writing short stories, basing them on the childhood experiences of her four children and their friends, though she never lost her love for artwork. In the early 1960s, Russell published the children’s book Herman the Loser for which Lillian provided the illustrations, thus beginning a ten-year literary collaboration that produced 26 co-written books.

A series of books about a mischievous badger named Frances propelled the Hobans to success. Based on a little girl from their Norwalk neighborhood, Frances debuted in 1960 in the children’s book, Bedtime for Frances. Though another illustrator contributed the drawings, Lillian Hoban’s drawings appeared three years later in the second book of the series, Bread and Jam for Frances, and won her a loyal following. Four more “Frances” books followed, penned and illustrated by this husband-and-wife team, along with two dozen more children’s stories in the late 1960s and early 1970s, including The Little Brute FamilyThe Mouse and His Child, and Emmet Otter’s Jug-Band ChristmasEmmet Otter received the Lewis Carroll Shelf Award in 1972. Kirkus Review praised it, saying, “The Hobans, as usual, know what makes kids kick.”

Though the Hobans’ careers were a success, their marriage was not. Several years after their move to London in 1969, the couple divorced and Lillian Hoban returned to Wilton with their children. There, she accomplished much on her own as a writer and illustrator, specifically with the “I Can Read” early childhood series. Her stories about Arthur the chimpanzee and his little sister Violet—in addition to her books Joe and Betsy the Dinosaur and Silly Tilly’s Thanksgiving—mirrored some of the same topics she and her husband addressed in the Frances books.

In addition to her individual series, Hoban also collaborated as an illustrator for other writers, including Johanna Hurwitz and Miriam Cohen. A Dell Publishing review for No Good in Art praises both Cohen and Hoban, saying, “Once again Miriam Cohen and Lillian Hoban share their insight and empathy in a book young readers (and young artists) will respond to with unqualified enthusiasm.”

A Lasting Contribution to Children’s Literature

In later years, Hoban became involved in community activities in Wilton, specifically through the Wilton Library and the National Arts Club’s writing program for school-aged children, sharing her love of the arts and never losing her passion for drawing. “When I am writing, I like writing best, and when I am drawing, I like drawing best,” she once said. “But probably what I like better than anything is just messing around with color.”

Throughout her life, Lillian Hoban contributed her talents to nearly one hundred books with her husband Russell and other writers, earning many awards and securing herself a place as one of the country’s best-loved authors and illustrators. Having suffered from heart failure, she died at age 73 in July 1998 at Manhattan’s New York-Presbyterian Hospital.

MyCTSavings is a tool for small businesses to provide a retirement savings
plan for employees.
 
Nearly half of Connecticut companies do not offer a retirement savings plan for employees. According to AARP, that’s about 600,000 workers who may not be saving for retirement. To fill that gap, the Office of the State Comptroller is offering MyCTSavings, a retirement savings program for employees, with no
cost for employers to sign up.
 
If you are a business with 5 or more employees and do not offer a qualified retirement savings plan, you must register for MyCTSavings by March 30. If you own a business, here are the basics you need to know:
 
Your Role in MyCTSavings:
  • Businesses with 5 or more employees that do not offer a retirement savings plan must register for the program. There is no cost for employers to participate.
  • MyCTSavings was designed to be easy through a simple three-step process:
    1. Employers register through a secure, online portal with a unique access code.
    2. They will then be prompted to upload payroll and employee information in the system.
    3. After the employee’s 30 day opt-out period, the employer simply submits their employees’ contributions each pay cycle and keeps the staff lists up to date with new or terminated employees.

This video tutorial will walk you through the registration process.

Your Employee’s Role:

  • When an employer registers, MyCTSavings will set up a Roth IRA for all employees through the payroll process.
  • For employees, the program is optional. Employees can opt-out or change their contribution rate at any time. The Roth IRA is “portable” so if your employee changes jobs, the account goes with them.

If your business is contacted by the program and already offers a retirement savings plan, you will only need to certify your exemption waiver at MyCTSavings/exempt.

COVID-19 Updates & Upcoming Vaccine Clinics
The East Hartford Health Department offers regular vaccination services at the Community Cultural Center. Both the Moderna and Pfizer COVID-19 bivalent boosters, as well as Flu, will be offered for all ages 12+. Appointments are required and will be offered on Tuesdays and Thursdays, 10AM-2PM. To schedule an appointment, call (860) 291-7324 (option 1).
For any questions regarding pediatric COVID-19 vaccines, booster dose eligibility, or to schedule an appointment at an upcoming clinic, contact the East Hartford Health Department at (860) 291-7324. If transportation is needed to get to and from a clinic site, please contact the Health Department for assistance. 
 
The White House relaunched the program making free at-home, rapid COVID-19 tests available to every U.S. household. Just as before, you can order tests through COVIDTests.gov and enter your shipping information. Every U.S. household is eligible to order 4 free at-home COVID-⁠19 tests.
 
The Administration will also make tests available to individuals who are blind or have low vision through this program. People who have difficulty accessing the internet or need additional support placing an order can call +1 (800) 232-0233 (TTY 1-888-720-7489) to get help in English, Spanish, and more than 150 other languages – 8AM-8PM E.T., Monday to Friday and 8AM-5PM E.T. on weekends.

Early Childhood Fair
Manchester’s Early Childhood Fair is free, open to the public, and provides a wealth of information on programs, services, recreation, and local resources available for infants, toddlers, preschoolers, and young children up to age 8 as well as prenatal mothers.
This event will be held outdoors at Northwest Park, 448 Tolland Turnpike, Saturday, 04/22/23, 9:00 AM-12:00 PM (RAIN DATE: 05/06/23)
 
Curbside Yard Waste Collection
Starting Monday, March 20, 2023 - Residents can resume setting out paper lawn bags of leaves, grass clippings and shrubbery trimmings for curbside collection on the day of their normal refuse/recycling collection. The bags cannot exceed 40lbs and yard waste must be in paper lawn bags.

Brush can also be picked up curbside and must be cut to 4 feet or less in length, tied and bundled. The bundles must not weigh more than 40 lbs. Branches must be less than 3 inches thick.

Residents with a free Recycling Permit can drop off leaves at the Transfer Station year round during normal transfer station hours (Tues - Sat. 7:15 am to 2:30 pm).

Around the world, the observance of Earth Day is marked with educational efforts encouraging each of us to take actions that protect our environment and conserve natural resources. It also coincides with spring cleaning efforts. The Town of East Hartford offers many opportunities and services with steps you can take to clean winter debris and spruce up your property.

East Hartford Invites Residents to Participate
in a Community Cleanup Day
The Town of East Hartford invites residents, businesses, and community members to join Mayor Mike’s team for a Community Cleanup Day in recognition of Earth Day and National Volunteer Month. The Community Cleanup Day will take place on Saturday, April 29 from 10 AM to 1 PM. Registered volunteers may participate in a variety of spring cleanup tasks including, but not limited to, park cleanup, mulching flower beds, weeding and painting. 

Volunteers will gather at Alumni Park at 1021 Main Street where they will meet with staff to be assigned spring cleanup tasks for the day. Sign up

East Hartford Refuse Services
FREE Bulky Pickup
Remember that a new free bulky collection service was launched on July 1, 2022. Residents are encouraged to call in for a FREE Curbside Collection of acceptable bulky items. Please call All American Waste (860) 289-7850 for your appointment. Single and 2-family properties will receive two (2) FREE pick-ups per unit for each fiscal year, July to June. Three (3) to six (6) family units will receive four (4) FREE pick-ups per unit for each fiscal year. All 1-6 family properties may schedule additional pick-ups after their FREE appointments at a fee of $25 each.

Transfer Station
The Town of East Hartford continues to offer access to its Transfer Station, which is open and operates on a regular schedule. The regular Transfer Station hours are Monday, Tuesday, and Friday from 7:15 a.m. to Noon and 12:30 p.m. to 2:45 p.m. (holidays excluded), and the first and third Saturdays of the month from 8:00 a.m. to 1:45 p.m. (holidays excluded). The Transfer Station is closed on Wednesdays and Thursdays. The Transfer Station will be open every Saturday in May from 8 AM to 1:35 PM to encourage spring cleanup efforts.

The checklist below identifies household items and steps you can take to properly dispose of or recycle waste items that will help you achieve your spring cleaning goals!

Residents are encouraged to call in for a FREE Curbside Collection of acceptable bulky items (please call All American Waste (860) 289-7850 for your appointment) or deliver bulky items to the Transfer Station that they clear from garages, storage sheds, basements, and attics.
Additional information regarding acceptable bulky waste disposal can be found on the Town website under Public Works, Waste Services.
 
Brush Recycling - Did you know that you can deliver the brush to the transfer station? Public Works saves taxpayer dollars by recycling all brush/ yard vegetation and leaves that are delivered by residents.
Car Batteries - Accepted for FREE with resident ID at the Transfer Station, 1 Ecology Drive.
Composting - Composting of leaves, vegetable, and fruit waste can be done in your backyards. Visit the CT DEEP webpage for guidelines.
 Clothing & Textiles - Residents can deliver used clothing, footwear, household linens, and bedding items, stuffed animals, and accessories like hats, gloves, ties, pocketbooks to the Transfer Station for FREE!
Electronics - Deliver electronics – televisions, computers, monitors, VCR/DVD Players, cameras, and keyboards to the Transfer Station for FREE! For a complete list of acceptable electronics visit Waste Services.
Leaf Recycling - Residents can deliver leaves in brown paper bags or loose only (no plastic bags) to the Transfer Station for FREE! Grass clippings are accepted only in brown paper bags. Grass clippings may also be mulched or composted on your property.

2023 Household

Hazardous Waste Collection Schedule 
For proper disposal of Household Hazardous Waste, East Hartford residents can participate in any of the 10 drop-off locations offered by the MDC, April through October, 8 am – 1 pm for FREE, with an ID proving East Hartford residency. See the list below for April to October. Find the entire 2023 schedule on the MDC website with a checklist of all the acceptable hazardous waste you can deliver.

Mattress Recycling - FREE if self-delivered to the Transfer Station, 1 Ecology Drive. For curbside collection, please call All American Waste for curbside pickup at (860) 289-7850 or deliver to the Transfer Station.
Medications - FREE disposal of over-the-counter, prescription, pet medications, and medicated lotions and ointments is available 24/7 at the East Hartford Police Department. You may wrap medications securely in garbage bags and place them in the trash in your refuse cart for incineration. Please do not flush down toilets or dispose of down catch basins. The National Drug Take Back Day is Saturday, April 22 from 10 AM to 2 PM at 31 School Street.
Metals - Deliver for disposal at the Transfer Station, 1 Ecology Drive, or for curbside collection, please call All American Waste for curbside pickup at (860) 289-7850. Includes appliances, refrigerators with doors removed, bicycles, and gas grills without a propane tank. Propane tanks may be delivered to the commercial establishment from which you purchase a new one. A complete list of acceptable metals can be found on the Town website’s Waste Services webpage.
Paint Recycling  - PaintCare is a non-profit organization that has established a FREE and year-round paint recycling collection program at the Transfer Station, 61 Ecology Drive. Latex and oil-based paints, deck coatings, primers, sealers, stains, shellacs, lacquers, metal coatings, rust preventatives, and field/lawn paints are all acceptable. Visit PaintCare website for more information.
Plastic Film - Residents are asked to check grocery stores and big box stores for plastic bag recycling that was on hold during COVID. If you cannot find a location, please place plastic grocery bags in your regular refuse cart ONLY.
 
Please keep plastic grocery bags and all plastic film out of the blue recycling carts! Film contaminates recyclables and causes damage to recycling processing plant equipment.

Used Oil & Anti-Freeze - Accepted FREE at the Transfer Station, 61 Ecology Drive, in clear plastic containers only.
Please do not use catch basins for disposal. Any chemicals disposed of flow to our streams and rivers, polluting water and impacting aquatic life.

East Hartford Public Library is proud to announce that Japan Week will stage a triumphant return in 2023 after a pandemic hiatus. Japan Week 2023 events will take place at the two libraries in East Hartford as well as at the University of Saint Joseph in West Hartford. Tweens and Teens: Dungeons & Dragons for Beginners
 
Wednesday, April 26, 5:00 – 7:30 PM
 

Curious about D & D? Beginning players are welcome to learn the rules and engage in play during this 2 ½ hour session. Players will be given Level 1 characters to experiment with in a combat-style arena to fight enemies and learn the mechanics of the game. Best suited for ages 10 and up. Registration required.

 
Brewer Street Closure Effective May 1, 2023

 

Effective Monday, May 1, a portion of Brewer Street in East Hartford will be closed through November 2023. The closure is necessary to replace the bridge over Pewterpot Brook.The road will reopen prior to Thanksgiving.
The closure is limited to the section of Brewer Street between Mill Road and Glenn Road/Contractors Road, but motorists should seek alternate routes if using Brewer Street as a through road. 

All motorists are encouraged to avoid the construction area and seek alternate routes to their intended destinations through November 2023, when the construction is expected to be complete.

This event will be held at 2PM on Sunday, April 30th at First Congressional Church (837 Main Street). Bisaccia will be playing Mozart, Chopin, Liszt, and Gershwin. Admission is free.
