Public Hearing on H.B. No. 6542

March 12, 2021

Last Friday, the Planning and Development Committee held a public hearing for HB 6542 - An Act Concerning Municipal Restrictions on Pet Shops. Several of my colleagues and other advocates provided rousing and powerful testimony in support of this bill.

This bill would give  municipalities the ability to regulate pet shops in a manner stricter than state law. The intent is to stop the influx of puppy mill dogs into Connecticut.

A puppy mill is a high-volume dog breeding facility. The puppies are treated poorly and are often kept in inhumane conditions. Although there aren't any puppy mills in Connecticut, dogs from these facilities are bought by pet store owners. The purpose of this legislation is to prevent that from happening.
