Dear Neighbor,

Thank you to everyone who attended the Manchester End of Session Town Hall last week. We had a productive conversation about several topics, including housing, car taxes, regionalism, insurance costs, and energy costs. If you were unable to attend and have a question, comment, or concern that you would like to share, please reach out to my office. Below you can find information on what the legislature did to address some of these issues during the 2025 session. 

Property Tax Exemption for Veterans: 

  • The legislature created two new municipal-option veteran property tax exemptions for surviving spouses of active duty service members killed in the line of duty and state residents determined by the U.S. DVA to have a service-connected total disability based on an individual unemployability rating. If you qualify as a taxpayer, the primary residence, or alternatively, one motor vehicle, is fully exempt from property taxes under these exemptions. 

Expanding Insurance

  • This year, the legislature passed a new law with a range of measures intended to protect patients covered by health insurance policies. The new law requires health carriers to annually file a mental health parity compliance certification with the insurance commissioner, publicizes a carrier’s compliance with mental health parity requirements, and authorizes the insurance commissioner to penalize those who fail to comply with these requirements. This bill also improved access to critical medications, including treatments for multiple sclerosis and rheumatoid arthritis, and created more ways for the state to reduce premium hikes.
  • We passed a new law that generally requires health insurance policies to cover biomarker testing to diagnose and treat patients' diseases, such as cancer. Generally, biomarker testing identifies certain gene mutations, proteins, or other molecules that help health care providers diagnose diseases and choose targeted treatments that may help improve patient outcomes. 

Lowering Energy Costs 

  • The legislature passed a new, wide-ranging energy bill that will help lower energy costs for you. The bill moved programmatic charges out of your bill, created better oversight of new charges, and capped infrastructure programs that utility companies make us pay for while they profit off the interest. We used state financing to pay down COVID-era back payments and storm-related costs, which would otherwise be passed on to ratepayers. Our comprehensive reforms deliver $780 million in savings over the next few years, meaning: Lower bills, A smarter grid, A stronger future for Connecticut.
