Legislative Update for Sept. 22, 2025

October 14, 2025

I’ve received many calls, emails and texts from so many who are concerned about ICE activities here in Connecticut.

ICYMI, our state took action last week.

Last week, Connecticut Chief Justice Raheem Mullins, Gov. Ned Lamont and state Rep. Steve Stafstrom held a press conference announcing a new policy banning warrantless arrests and the wearing of masks by law enforcement in state courthouses.

The policy -- which requires a judicial warrant for arrests in court facilities and allows masks only when medically necessary -- is designed to protect the safety and security of those who work and visit the courthouses from fear of disruption by immigration enforcement, like masked, unmarked individuals pulling people from the courthouse.

Recent disturbing incidents where masked ICE agents conducted aggressive arrests inside courthouse property have undermined public trust, and disrupted judicial proceedings.

Prohibiting ICE from making arrests inside courthouses without a judicial warrant protects the fundamental right of people to access justice without fear of sudden detention, which is especially crucial for immigrants, crime victims, witnesses, and others who rely on the courts. We want folks to show up for these proceedings. Fear of being profiled and arrested is keeping innocent folks from having their literal day in court. Banning masks for law enforcement officers inside courthouses, except for medical reasons, enhances transparency and reduces intimidation, fostering a safer environment for judges, staff, and the public.

These measures increase safety for all, ensure due process, and reinforce our collective faith in our judicial branch.

Sincerely,

Aimee Berger-Girvalo
State Representative
