A Desmond's Law May Have Stopped Killer

If Texas had a Desmond’s law, major red flags would have gone up in 2014 when the killer in the Texas church massacre, Devin Kelley, was convicted of animal cruelty. "If we see patterns of animal abuse, the odds are that something else is going on," John Thompson, of the National Sheriffs' Assoc., told UConn Law Professor Jessica Rubin for her op-ed on Desmond’s Law. Kelley pleaded guilty to animal cruelty in 2014. A neighbor said Kelley kept his puppy tied up in the sun all day and without water outside his RV. The neighbor also said police were called after Kelley repeatedly struck the puppy in the head.
